reverse engineering in usa and europe more allowed than you think?

When I have mentioned reverse engineering on this forum, I was told reverse engineering done legally is a difficult matter. About usa I was told only legal path would be to build something doing the same thing but in a different way. About usa I did not investigate it further. About europe I knew differently. More often than not it should be possible to find an argument why you are
legally entitled to reverse engineer a given piece of software. You are
not allowed to distribute what may come out of your reverse
engineering.
It appears what people on this forum said about the illegalities of reverse engineering

The article says that in usa your rights regarding reverse engineering go further than what is allowed in europe.
