I used an irc client to access irc libera. I then got aware that anybody can do a whois on you on irc. Then I configured the irc client to use tor. Then irc libera forbid the use of tor. Then I started accessing irc libera over matrix in a torbrowser. I actually do not know if that provided anonymity. Then irc libera forbid accessing their irc servers from matrix.
Irc libera demands you register in the clear internet. I have not found a workaround for that.
I read this:

Let us say you managed to register on irc libera in a somewhat untraceable way. And now you use a tor irc libera configuration as described here:

Sounds bad. You can't avoid censorship in certain countries without having your IP address hidden from the authorities. Some countries will censor you by throwing you in prison. I wonder if they really are able to unmask Tor users, or if libera is just using the same Tor exit node block lists that all of the crappy websites use to deny Tor users access?
